Published Target Area

The geographic criterion referenced in Section 3 of the Grant Program Guidelines.

Definition

The Fund's target area consists of underserved neighborhoods in St. Louis City and St. Louis County. A property is within the target area if it is located in a census tract designated low- to moderate-income by HUD, or in a neighborhood the Board has identified as underserved based on documented conditions of vacancy, disinvestment, or appraisal gaps. The selection committee applies the published boundary and tract designations, not neighborhood labels, so that the geographic criterion remains as objective as the income criterion.

Determining Eligibility

Applicants uncertain whether a property qualifies do not need to interpret tract maps themselves. Submit the property address with a pre-application, and Fund staff will confirm threshold eligibility within ten business days, as provided in Section 6 of the Grant Program Guidelines. Priority in scoring goes to projects demonstrating the additionality criteria in Section 4, such as a documented appraisal gap or a declined rehabilitation loan.
